To enable elderly and disabled people to achieve and maintain an independent lifestyle of their own choice, with any necessary support and assistance from community, professional and voluntary services. This should be achieved by helping people to live with dignity in their own homes or where this is not desired or possible, in locally based acceptable alternatives.
